First double click digital crown and close all the apps with the x button then fully charge your Apple Watch with the original cable and an Apple Power Adapter and try it again. It should give you 36 with always on display and then hit lower power mode. :)
Why? Apps on background affect battery life ?

Depends on the app, are you fully updated? If yes, some of the developer might not sent the update in proper time so you (maybe) have an app that causes problems to your battery :)
