Apple Cash unavailable after setup

Okay so I attempted to pay for an Uber using the Apple Cash someone had sent me. When I attempted to pay an error message popped up saying try again later, which I did several times in 30 minutes to no positive result. After this issue I attempted to open my wallet to transfer the money from Apple Cash to my card but when I opened the wallet it said “setup Apple Cash now” and no balance was shown. I then attempted to set up my Apple Cash which was a success, or so I thought. After adding in my Debit card information I was prompted that my Apple Cash setup was complete and that Apple Cash was available now but when I was taken back to my wallet it still said “setup Apple Cash now”. Why is this happening?????
