I can't pay with apple pay

Hi everyone, I'm Colombian and recently moved to Dubai. I usually use Apple Pay with different cards, but since I arrived here, I've been unable to make any payments with it. The transactions are always rejected, and I've tried using cards from 3 different banks. I’ve already spoken with 2 of them, and they confirmed there’s no issue on their end. I also spent over an hour on the phone with support without finding a solution. To clarify, I’m able to pay with the physical cards without any problems. I'm wondering if any of you have experienced a similar issue when traveling to another country?

About limits when using Apple Pay in stores – Apple Support

Apple Pay has limited support for PIN. Merchants can also impose lower limits. Some transaction terminals aren’t properly programmed to ask for PIN on Apple Pay.

Do your banks see the transaction requests?

Those are bank issues. Apple is not a bank and cannot approve or decline charges. If you’re seeing a decline in your Wallet app, that’s from your bank(s). VPN’s are known issue as they hide your location while the merchant is 1,000 km away.

If you don’t see a decline, then the merchant or the merchant’s credit card processor are blocking the data going to your bank.
