Hi, I tried to use Apple Pay by adding some virtual card into wallet. But it said that I can’t add card due to the region. However, my iCloud is already setting in the UK but still not working and my IOS is 17.5 which is fine. So, I don’t know why I can’ use it.

The region its referring to, is the one for your device. iCloud has nothing to do with Wallet.
Go to Settings ➜ General ➜ Language & Region ➜ Region.
