Why isn't my iTunes library uploading to iCloud?

I currently run iTunes version 12.8.2.3 on an old iMac and I am about to migrate to a Mac Mini. My iTunes library is way bigger than it should be.

My iTunes library is not uploading to the Cloud despite having plenty of unused storage.

How do i fix "Genius results can't be updated because the iTunes store doesn't recognize your iTunes library?"
