Whenever i tried to add any of my card to apple wallet it shows contact to card issuer and add your card later......i need to resolve it fast

When you contact the issuer, what do they tell you?
all cards issuer said the same answer that problem is not from our side contact apple .....when i contact apple support they even can't response positive..
What does >they even can’t response positive< mean? What country are you in? Do you use a VPN? Use of VPN is a known issue.
