Itunes keeps asking me to approve billing info

So Itunes keeps telling me to approve billing info and won't let me make purchases. I have even logged into my apple Id account changed my billing info to a new card still won't let me do anything just comes up with billing info needs approved. So I than went into my apple ID changed billing to none and re entered everything. Still can't make a purchase same message need to approve my billing info i have approved this multiple times still can't buy anything. My account is not in debt I do not owe anything and my billing info is all correct an current am only trying to buy a 6 quid album. Or is it best just to sack apple off and use another service. I've had this issue before this seems to happen redomly
