iCloud Contacts not showing in macOS and cannot be enabled

See the screenshot below. Added an existing iCloud account to a Mac running macOS Monterey. Setup complete just fine. However, the iCloud contact list does not appear in the Contacts App, and if I go into the settings the option to "Enable this account" for the iCloud account is greyed-out. It also appears that in the System Settings Apple ID area that the iCloud Contacts option is greyed-out there as well.


Is there some sort of incompatibility with the older macOS version, or am I missing a step? The contacts appear just fine, and these same toggles are clickable, on the original MacBook Pro that is running macOS Sonoma.
