Error message "Apple Pay is not accepted"

I received a message that my Apple Pay was not accepted. I attempted to determine what the issue was. I looked at my default account and it only displayed the last 4 digits of my credit card. I attempted to remove the card and it would not allow me to. I also attempted to add the credit card information to another payment method and it said I already had that account set up. How do I find out what the issue is?

What exactly were you trying to do using Apple Pay? What do the last 4 digits have to do with using Apple Pay. The last 4 digits are primarily only used when returning an item you purchased. Are you attempting a return and the merchant refused the return? Why are you removing cards? It a poor practice to remove cards unless directed to do so by your bank or Apple Support.
