Why can’t I add after pay digital card to my wallet

I had it it in there but when I went to use after pay it declined according to after pay my Apple Card tried to do a refund which doesn’t make since. I have a method of payment on my after pay. But not they said I have to have a debit or credit card in my wallet. Which I never have had to have one before. What can I do
