Card declined through Apple Pay

When I go to use Apple wallet I have my debit card as default but swiped my cc down and message came up that it is now the default. Went to use it and declined. It’s happened with a different credit card I also have in my wallet. My debit card works fine in it though. All cc worked in past and nothing has changed with their info. Is me having the iCloud plus private relay on any part of the issue maybe? I’ve had that on for a while and cards worked with it on before so idk. I don’t think it should matter since it’s my phone that’s connected with the cards and wallet from that phone plus the fact that it’s Apple. I have in my timezone for private relay. Not sure what else could be the issue cause both times were small amounts of ether $15 and $65 and were at locations within 2 miles of my billing address for my cc.
