First of all, you're describing a feature from Apple Intelligence, which hasn't been released yet. Secondly, if your iPhone is iPhone 13 Pro Max, it won't get Apple Intelligence at all. You need an iPhone with at least 8GB of RAM to use Apple Intelligence, when it is released. Your phone doesn't have the necessary RAM. The only iPhones which can use Apple Intelligence are iPhone 15 Pro and 15 Pro Max and all iPhone 16 models.

Then you don't have Apple Intelligence running on your iPhone. But you haven't told us what iPhone you own or the iOS version running on your iPhone.

Read this link to make sure you have met every qualification in order to have Apple Intelligence --> How to get Apple Intelligence - Apple Support (CA)

Notably:

  1. You must own an iPhone 15 Pro/15 Pro Max or any iPhone 16 model
  2. You must be updated to the most current iOS 18.3.1
  3. Your language on your iPhone AND your Siri language must be set to one of the supported languages in the link I provided
  4. You can't be in the EU, where Apple Intelligence is not yet supported
  5. You can be in the China Market, nor can your phone have been manufactured for a China Market as Apple Intelligence is not approved there yet

Siri won’t light up for me and I updated my phone
  • What iPhone do you own?
  • You updated your iPhone to what iOS version exactly?
  • Where do you live in the world?
  • Have you read this support article to make sure you qualify for Apple Intelligence, you're not in the EU, you're not in a China market, nor was your phone manufactured for a China Market and you have made sure the language AND Siri language is set to a supported language --> How to get Apple Intelligence - Apple Support (CA)

Oh, not lighting up when I say hey Siri, I just did update 18.2
  • What model iPhone do you own?
  • Where are you located?
  • Have you downloaded and opted-in to Apple Intelligence, if you own an iPhone which is capable of supporting it and you've set the language and Siri language to a supported language?
  • See this link to learn more about getting Apple Intelligence --> How to get Apple Intelligence - Apple Support (CA)

Was the edge lighting working before and just stopped recently? If that edge lighting isn’t showing up when you say “Hey Siri,” you can check:

  • Settings > Siri & Search
  • Make sure "Listen for 'Hey Siri'" or just "Listen for Siri" (depending on your iOS version) is enabled.
  • Also check "Allow Siri When Locked" and "Press Side Button for Siri" are turned on.

Also try this guide.

When I say, "Hey Seri", the light does not illuminate around the border of the ipad

Difficult to give any advice, when you don't tell us what model iPad you own, whether you're in a country where Apple Intelligence is supported, if you've changed your language and Siri language to a language which supports Apple Intelligence?

Have you read this to see if your iPad qualifies --> How to get Apple Intelligence - Apple Support
