How to add my 13 year son's bank card into Apple Pay on his iPhone

My son has turned 13 and I would like him to add his bank card into Apple Pay on his phone. 13 is the minimum age for Apple Pay and the bank permits it. However Wallet does not allow cards to be added. He is a member of my Apple family and I use the controls in the phone to limit screen time etc. Why is Wallet blocking the use of Apple Pay and what can I do about it?

Please review the information I posted about this several months ago. It seems to have worked for at least one UK account holder.


Apple Pay for 13 year old in UK - Apple Community


However, in researching this issue again, I have found that several UK banks require the account holder to be 16 years of age. Yet when I searched the Lloyds Bank website they stated 13 years of age. Certainly different banks can have different requirements for youth.
