Voice Control Commands Settings Error #2

This is my second post about this problem. The first one was in August and I got tired of trying to fix the problem. Here's a portion of my original question:


I am trying to add some custom commands to Voice Control by going to Settings > Accessibility > Voice Control and then clicking the Commands… button. When I click the button a dialog box appears with the following text. Settings Error Extension process Accessibility (1098) exited. When I click OK the Voice Control page is blank. 


I finally started working on it again yesterday. I created a new user and started moving some of my data to the new account. I wanted to start using Voice Control with some of my previously created custom commands, so I imported my old Voice Control Commands which I had exported about two years ago. I found out that this is where the problem lies. Is there anyway to delete the custom commands without going through the voice control settings? I'm hoping that might fix the problem and then I would create new commands as I need them. Otherwise, I will create another new user and do the same.
