Perhaps the trouble-shooting suggestions below may be helpful in solving the issue:
✽ You may need to adjust the audio during a call / direct the call to hearing-aid / ensure "mute" is not on. See: While on a call on iPhone - Apple Support
✽ You can choose whether or not to route calls automatically to your hearing aids:
See how you can: Route and automatically answer calls on iPhone - Apple Support
Also says:
"During a call, you can switch the audio routing from your hearing aid to the iPhone speaker
by removing the hearing aid from your ear."
✽ You might want to try using either cellular or wi-fi to see if there is any difference in being heard.
Eg: How to: Make calls using Wi-Fi on iPhone - Apple Support
✽ You may want to check your iPhone has the newest available iOS version:
Look in Settings > General > Software Updates.
( If an update is available, it is wise to back up your iPhone before downloading an update)
✽ Check there is no speck of wax or dirt blocking an opening on hearing aids or on iPhone

✽ There may or may not be an app (or a firmware update) from Jabra that you can download ?
(or if you already use an app ... could there be an app update available to install ?)
✽ You could seek info. / advice through Jabra Support website (or from your hearing professional)
