while chasing disasters globally I want to quickly overdub midi onto video without opening a laptop or iPad. Can I overdub original music onto an original iMovie file in garage band?

Unless I've missed something, which is entirely possible, I think you'll have to use iMovie, not GarageBand. See:

But someone else here may know a way to do it in GarageBand.
