Apple Watch / Family Sharing: Getting Messages from Contacts Not Approved

Have family sharing plan that my wife and I manage for our kids Apple Watches (SE model). Set up following the screen time restrictions and only allowing them to get messages from contacts that are in their directory/approved by us. One of the watches has no issues but the other is still getting iMessages from a group of several hundred people and none of them are in the approved contacts. It seems they have the phone number of the watch but we can’t figure out what setting config is missing to block these messages from coming through.

debating on just wiping the device and starting over.
