Account breached help

They have breached my child’s account that we are family sharing and somehow me the guardian has restrictions. Somehow they are pushing the information data and analytics to themselves. They are using some credit card believe to be the Apple credit card under my child’s account. I called Apple and offer no help whatsoever.
