screen time downtime lock resets itself daily

I set screen time for my 16y/o with the 4 digit passcode, she doesn’t know the code.

i set downtime 22:00-7:00 and I checked lock during downtime.

that lock toggle resets itself everyday around noon so my daughter can keep going after 22:00.

I even did the following:

1 remove her from family

2 logout from icloud

3 updated all devices to iOS 17.7.1 (latest)

4 log back in

5 joined family

6 set screen time

no improvement.

im open to suggestions.
