I want to PERMANENTLY switch off reading goals but MacOS switches this back on at every restart?

It seems the reading goals in Books are switched on every time I restart my MacBook. I find this irritating but can’t seem to find a solution to permanently switching this off.

Obviously this can be done manually at every restart (sigh) and I’ve come across Applescript solutions for this, but hey, why shouldn’t I be able to simply set this parameter?

Please help!
