So why is it that when your syncing the Apple Wallet with your cards and they all want a verification code sent to the device, why does the wallet not stop for verification codes before moving to the next card and then still proceeds to say that it must be removed and added again and it STILL DOESNT WORK.

Do you have a screenshot of it wanting to send a verification code? Normally (always?) all the bank wants is the 3 or 4 digit security code on your physical card. In 10 years or so of using Apple Pay and Apple Wallet adding a card from my previous cards never has the bank sent a verification code.
