Is there a way to take a regular video that I’ve recorded on my iPhone and turn it into a time lapse sequence? Either using iMovie or some other app?

Yes. Just speed it up using the Retime tool.
The maximum you can do is 20x and that may not be enough.
If it isn't, export the clip, reimport it and apply the 20x speed increase again.
Repeat this procedure until you get the desired effect.
