My wife's computer screen shows a message from Apple defender Security Center that the compueter is blocked and telling her not to reboot. Is this a scam??

Yes, it is a scam attempt, and definitely not from Apple or any reputable source.
Close the offending page and avoid sites that serve up such bogus advertising.
