Apple ID account locked, unable to access email for unlock instructions

if I can’t login in my previous Apple ID even my iCloud email was rite n the password also rite bt it says that my account was locked n need to unlock it via email to follow the instructions. Bt the problem is I just started use this phone after a master reset so how can I see the email
