Did you format the new hard drive prior to formatting it? If so what format scheme did you use and please explain the formatting process you used. If you don't format it first and also do it correctly then of course it will not work.

Also, what you have is really a computer antique now (it's a 2011 iMac) at almost 14 years old it is:

  • Obsolete (cannot run current versions of Mac OS)
  • Considered Vintage by Apple meaning parts are largely not available.
  • Has little or no commercial value except to you.

However if it does what you need it to do, then none of that matters.

A1312 would be one of these models:

  • iMac (27-inch, Late 2009)
  • iMac (27-inch, Mid 2010)
  • iMac (27-inch, Mid 2011)

All of them originally shipped with some point release of Mac OS X 10.6 (Snow Leopard), and for all of them macOS 10.13.6 (High Sierra) is the end of the line.

All of them should have come with optical recovery discs for reinstalling Snow Leopard – though given changes in https security, upgrading from Snow Leopard to High Sierra can be a bit complicated.
