attaching file to a web form

MacBook Air 2018 running Sonoma 14.7.1 .When I use choose file on a web form to upload a document a "choose file"window open on my Mac when I choose a file I get an upload button when I click it upload the all "choose file"window (essentially) the all finder. Have tried safe mode no fix . If I use attach to mail work fine.
