How can I take full-page screen shots with an iPhone SE-3?

I need to take a full-screen screen shot for diagnosing a problem with my iPhone SE (3), but I can only take screen shots for the visible screen. The instructions given on another support page say:

    • On an iPhone with a Home button: Quickly press and release the side button and the Home button at the same time.
  1. Tap the screenshot thumbnail in the lower-left corner of the screen.
  2. Tap Full Page, tap Done, then do one of the following:
    • Tap Save to Photos to save the screenshot in your Photos library.
    • Tap Save PDF to Files, choose a location, then tap Save to save the screenshot in the Files app.

However, when I do get a thumbnail of the screen, all I see is the visible page. After I tape the full page thumbnail and Done, tapping Save to photos yields only a clipped screenshot and there is no "tap save to files". There appears to be no way to take a full-length screenshot if you have to scroll the screen. Is this a problem with iOS 17.7?

It actually says "Save PDF to Files". Do you see that?

It appears to be a feature of iOS 17.
