You probably do not want – or need – to connect a dock offering 96W, and your 140W power adapter, at the same time. But if you did, it sounds like the MBP would charge from the 140W source.

No, a charging device that provides a lower current than the max your MacBook can accept won't affect performance. The only thing that will happen is that the Mac will charge more slowly.

There are a number of docks available for your Mac, including from CalDigit, Belkin, Anker, and as you mention OWC. All are reputable brands (and there are probably others that I have no experience with or knowledge of). I would say that it really comes down to the ports you need, and unless you expect to need very high performance for external storage - you expect to be working with multiple 8K streams, for instance - then a TB5 dock probably won't benefit you all that much.
