Why does email “move to” not offer suggestions or learn movements

When I used to do “move to” to file emails it would give suggestions of folders if I had moved similar emails in the past. Now it is stuck on one folder, no matter what email I move with what content it always suggests just one folder to put in it, it is like it is stuck. How do I unstick it so it offers valid suggestions based on email content/previous experience?
