Message + button not working

When I am sending a message the + button doesn’t work to attached photos or images. A couple of options work - Camera works but not Pictures.

Digital Touch works but not Images. This has been happening for a few weeks at least. It happens on messages with iMessage, messages to other iPhones and also to androids. Restarting and turning iMessage off and back on hasn’t worked.
