Memory on iPhone not being used for photos

I cannot find a way to make my phone use up its own memory for photos when it is 90% free. It keeps telling me to buy iCloud storage. I don’t want to buy more when I have space available and bought the phone specifically because it had extra storage. It’s really annoying. What did I waste my money for getting an iPhone?

iPhone 13, iOS 17

I'm not sure what you mean.

iCloud Photos is a synchronization service. It' primary purpose is to make your pictures available on all your devices. So when you take a picture with your iPhone, it shows up on your iPad and on your Mac. It is also a limited kind of backup for your pictures (not replacing a true backup,) and it allows you to save save space on your iPhone by using "Optimize Storage."

If you don't want any of these things, then the wasted money seems to be for iCloud.

Is there something that we don't understand and can help with?
