I created an album of photos yesterday, moving pictures about readily. Today I can't change the order of any at all. How do I enable changes?

Where are you trying to move these pictures?
In an album, you can move pictures by grabbing them and dragging them where you want, called a custom order. But in the special pre-built views provided by Apple, the order is limited by the provider. So in Library or Favorites or Trips, you get what they gave you.
You can see the sorting possibilities by using an album pop-up menu or by going to View>Sort
Here I'e sorted by Oldest First. If there were no check mark for any of the 3 choices, then the sorting would be custom.
