Is it possible to require a member of a family to require asking permission before purchase?

I'm following this instruction on how to require a child who is part of a Family sharing member to require asking for permission but I do not see the option as shown in that article. In that article it has this window.


However, this is what that window looks like on mine screen. I don't see the "Ask To Buy" option. Any help is much appreciated.

If the previous suggestions do not show the solution, if a feature on your device is not appearing, or is restricted (grayed out), a frequent reason is it may have been disabled using Screen Time, or by an IT administrator if you are using a device owned by an employer or educational institution.

- Read this support article If your Apple ID or other options are greyed out in Settings —> If your Apple Account is grayed out in Settings - Apple Support


Tap Settings > Screen Time > Content & Privacy > scroll to Allow Changes and turn on.


- If the device is managed (Settings > General > VPN & Device Management), contact the IT department that is doing the managing.

This is my personal computer. I even tried it on my personal iPhone 15 and that option is not available either.
