Why won't my Favorite songs download from iTunes?

in the Music app, songs that i've purchased from the iTunes store which i've favorited or starred or loved refuse to download to my device. i'm assuming this is related to the horrible integration of Apple Music and iTunes. The only workaround i've found is to go back to the iTunes store and attempt to buy the individual songs again. Then it will say "you already bought this. Download?" This is a waste of my time. FIX THIS!!!
