Creating a separate Apple ID for iPad in a public setting
I need to run on e of my iPads for my smart house and I don’t want it connected to my cell. Can I make a second Apple ID or is there another way?

For what purpose? Maybe this?
Use Guided Access with iPhone, iPad, and iPod touch - Apple Support - "Guided Access limits your device to a single app and lets you control which app features are available."

If you do not want it connected to your cellular service, simply turn off cellular service in Settings.
