when i tap send code its start loading and return on this page back. simple its unresponsive. whats the reason ? i tried too many time is it?

Is that a valid telephone number for where you live? It has too many digits for any country with which I am familiar.
By the way, it says nothing about you having tried too many times, so I doubt that is the issue.
If you have tried it too many times you might need to Contact - Official Apple Support to Get further support on this issue
