I have iPhone 15 Pro. How do you input digit 9 in apple watch which is part of the password. Whenever I scribble 9 it takes it as either a q or g.

Make sure that on your iPhone in Settings/Notifications/Apple Watch keyboard is enabled.
Then bring your iPhone near the Apple Watch. When the watch asks for the Apple ID password, you should get a message on your iPhone, asking, if you want to use the iOS keyboard to type the password and send it to the Apple Watch.
