Cannot click between fullscreen apps on MacBook

I've run into a problem recently on my MacBook where I cannot click to another app unless I minimize the window I am currently on. I used to be able to click between full-screen apps using the dock, and now I have to keep all of my windows minimized in order to go between then quickly. It's not a huge problem, just an annoyance for my efficiency when working.

I was clicking around in my dock settings the other day trying to get the icons to be bigger but I have no idea what I might have toggled to cause this issue. When I did an intial google, it said to make sure stage manger was turned off, which it always has been.
