Things are always easier on a Mac. The iCloud Drive folder is just like any other folder on a Mac. So if you want a bunch of pictures to go there from your Photos Library, you can use File>Export>Export nn Photos. Then, when you get the Export dialog, you can choose jpeg or the format of your choice:
For printing, you may want to uncheck the location and caption stuff.
When you hit the Export button, you will be asked where you want the picture files to go, and you can choose iCloud Drive and make a new folder, if you'd like. All the files in your iCloud Drive are copied to the iCloud Drive at iCloud.com.
I was thinking that I'm not sure why you want them on your iCloud Drive. Sending them for printing might involve uploading them to a web site. Having them on a folder anywhere on the Mac would be OK for that. If you want them on a Flash Drive or on an external hard drive for storage, you could export the pictures there, directly.
