Unable to add Home as a control in iPad Control Center

I have followed the advice I have found, I.e. opened Settings, my name, iCloud, see all saved to iCloud, and verified that Home is enabled. But when I open Control Center, tap the + button and select Add a Control, Home is not offered in the list of controls. This works fine on my iPhone, with Home controls displayed between Focus and Measure controls, but all efforts to get it working properly on the iPad have been unsuccessful.
