Apple family sharing - not working

I have invited my husband to join, have had the notification that he has accepted, and can see that I am sharing, but when he tries to view Apple TV, it asks for him to renew his subscription.

he has restarted his device, logged out of media & subscriptions, and I've deleted and re-added him - nothing has worked.

I have been supported by two on line customer service and neither of them have been able to fix it either.

any more suggestions???
