A question about iCloud photos

Hello, I have a problem that is bothering me now. There were a lot of photos on my phone and in my iCloud photos. About 16k of them were screenshots. First, I turned off syncing photos from iCloud settings. Then I deleted these 16k screenshots from iCloud.com. I also deleted many of them from my phone. There are about 9k images right now. My question is, if I turn on iCloud photos again, will anything happen to the photos on my phone since I deleted them all on iCloud? In other words, will they be deleted?
