Why is the information about the photo displayed randomly while sliding through photos? Can you turn that off? Is that intentional?

I'm not sure what you mean about "Automatic and arbitrary display of photo information" -- In the preview mode the only information I see about the picture is the date and location (only location in Landscape):
Of course, since this is preview, it provides access to editing tools.
But for looking at pictures in full screen mode, there's no extraneous detail at all.
What are you seeing that's different?
I generally avoid links to outside sites.
When you select a picture, it expands to the Preview with editing tools. If you tap on the picture, it goes to full screen. Then when you swipe right or left to the next one, it will also be full screen--but if you swipe upward you get the Info Window, and if you swipe downward you return to thumbnails. Are you maybe swiping slightly up or down after getting full screen? That would explain the annoying response.
Maybe the video will help. I just swipe without tapping on it. Sometimes the information about the photos appears and sometimes not. Thats annoying.
