Preview V.11: background color in text boxes doesn't end at text baseline - ?

I'm running Sonoma 14.6.1 and using Preview Version 11.0. I'm trying to make some text stand out in a JPEG by using a background color in the text box, however the text box itself isn't equally spaced around the letters, so the background color isn't either. It goes further below the text's baseline than it goes above the top of the tallest letter in the text.

See the screenshot below; the blue background color takes up much more line space below the text than it does above the text. Is there a way to make this equal both above & below the text?
