Shared Photos Library Not Sharing Screenshots or Downloaded Pictures with other devices

I pay for iCloud+ and setup a Shared Photo library used by 2 iPhones and a MacBook. All pictures taken by the camera on the iPhones are shown in the Shared library but phone screenshots are not and can only be seen on the iPhone that took the screenshot. I noticed this also happens for any downloaded images too such as an image you saved from someone in iMessage. How do I set it up where all images of each device are shared and visible to the other devices? Thank you

iPhone 14

More information would be helpful.

Let us know what version of iOS is running on each of the iPhones and what version of macOS is running on the MacBook.

I'm assuming at least two different Apple Accounts (previously called Apple IDs) are involved, since you wouldn't need a Shared Photos Library with only one.

Please let us know how many different Apple Accounts are involved and how they are assigned to the phones and the Mac. Are both phone users also users of the Mac, or is the Mac used by a third person?

It may not matter, but which of the Apple Accounts owns the Shared Library, and which is/are guest(s)?
