I can’t add my card in apple wallet even though I contacted the issuer but it’s an issue from the apple wallet

My bank , they said the issue is from apple wallet itself not from them , and I have to contact apple
I understand banks issue cards, who is the bank? Again, what exactly does the error issue say?
