iPhone 13 PMAX stuck in config mode - unable to activate.

my 13 PMAX suddenly stopped recieving cellular signal one day and in settings it said i had to update to use this feature. so i updated to ios 17.6/7 dont remember, and after that i got option to continue with my partially set up phone or erase all and start fresh so i chose the latter. and thats when i came upon this problem. My itunes only says iphone on the page and nothing more. i have tried DFU mode and going to ios 18 and 17 but still same problem. i configure my phone like normal and after WIFI setup it says cant activate.
