There is no 15.8.3 version of iTunes. The most recent build is 12.13.4.4. It requires Windows 10 or better. If you have installed iTunes from the Microsoft Store it should update automatically. If you have installed iTunes with a traditional setup.exe installer you can use Help > Check for Updates or run Apple Software Update from the start menu.
