I opened iTunes on my Windows desktop PC, signed in, and copied songs from a CD to my library.
I opened iTunes on my Widows laptop, signed in, and the songs are not listed in my library.

Do you have a subscription to either Apple Music or iTunes Match? These are library syncing services that can share your tracks and playlists across multiple computers and devices. If not you would need to import the album independently into each library, or manually copy the tracks from one computer to the other, either over your network or by way of a thumb drive or similar.
