I noticed that my account was charged 29,000 VND for the iCloud plan in December 2024, whereas I previously paid only 19,000 VND. Could you please clarify the reason for this difference and inform me if there have been any changes to the pricing or plan details?

The current monthly subscription charge in Vietnam for iCloud+ is ₫19,000 for 50GB. The next step up is ₫69,000 for 200GB. I find it unlikely that the ₫29,000 charge you mentioned is for iCloud+
You can check this in View your purchase history on the Subscriptions and Billing page. Also available on that page is the link to Identify unfamiliar charges which may also be of use.
Once you have looked at this you may want to contact Apple Support directly and there is a link for this at the foot of the Subscriptions and Billing page linked above.
